How do I interact with someone who has Cerebral Palsy?

This isn’t a simple question, but my friend uses a power wheelchair because he has cerebral palsy, and while he says CP just makes it so he can’t walk, I’ve noticed things with him that I’ve noticed with others who have CP too, he gets aggressive easily, he has a very short attention span, things he’s interested in changes repeatedly, he makes very clumsy and poor decisions, he’s easily insulted and can be very offensive/verbally hurtful sometimes…
Is this just the way he was raised or is it part of his disability? And how do I deal with it? Everything I’ve tried to deal with it, he always tends to take it that I’m acting like his Dad or something… And doesn’t like it.
