I want to know does every child that born with cerebral palsy eligible for special education services.

I’m a high school student afflicted with exotropia, severe mental illness, and (somewhat mild) spastic diplegia, a form of cerebral palsy. I’m currently taking care of a sibling with severe TBI (Traumatic Brain Injury), and will be for at least a year. My aunt may die of cancer soon. My High school mandates 25 hours of community service, or no diploma. Within the last year or so, I’ve had 3 major surgeries performed on my right leg. I can’t drive, and have no job or source of transportation. As you can imagine, circumstances for me right now are a bit tough, to say the least. I presented all this to my guidance counselor, asking for nothing but an alternative graduation “project” (this being the third time I have visited a school guidance counselor in my lifetime). I got absolutely nowhere. She has built a school-wide reputation for being inept. Is there nothing I can do? I’m sorry if this question sounded a bit angsty, but it really couldn’t be avoided.
